This PR inlines GeneratedAcir::is_equal into AcirContext::eq_var and implements it in terms of AcirVars so that we can take advantage of optimisations better.

  • This PR requires documentation updates when merged.

    • I will submit a noir-lang/docs PR.
    • I will request for and support Dev Rel's help in documenting this PR.

Unsure whether this does anything past the changes which I broke off into #2380.

Closing as this increases circuit sizes if anything. Can maybe revisit this idea after #2137
