Changes the SSA interpreter to match the ACIR behaviour of returning 0 for ref-count, unless it's in an unconstrained context (which is where we expect ref-count to have an effect) or if the ref-count it has is not 1 (meaning it changes, which is unexpected in ACIR functions).
