  1. fs: do not emit 'stop' watch event synchronously 

    Emits 'stop' event for fs.watchFile on process.nextTick
to fix 'maximum call stack size exceeded' error when
`stop` is called synchronously after listener is attached.

Fixes: nodejs#8421
