fs: use finished over destroy w/ cb #32809

destroy w/ is undocumented API which also will cause
a race if the stream is already destroying and potentially
invoking the callback too early and without error.

Checklist
  • make -j4 test (UNIX), or vcbuild test (Windows) passes
  • tests and/or benchmarks are included
  • documentation is changed or added
  • commit message follows commit guidelines
