util: fix inspection of typed arrays with unusual length #31458

This makes sure util.inspect() does not throw in case the typed
array's length property was set to something invalid. Instead,
always use the original information.

Checklist
  • make -j4 test (UNIX), or vcbuild test (Windows) passes
  • tests and/or benchmarks are included
  • documentation is changed or added
  • commit message follows commit guidelines
