http2: fixes error handling #19232

There should be no default error handling when using Http2Stream.
All errors will end up in 'streamError' on the server anyway,
but they are emitted on 'stream' as well, otherwise some error
conditions are impossible to debug.

This is causing a linter error on v9.x

Should this be backported to v9.x-staging? If yes please follow the guide and raise a backport PR, if not let me know or add the dont-land-on label.
