tools: remove align-multiline-assignment lint rule #14079

In preparation for stricter indentation linting, remove the
align-multiline-assignment custom rule, as it may conflict with the
ESLint stricter indentation linting.

Strictly speaking, nothing. You can land this independently of the other ones.

Actually, I think this needs to come before all the indentation commits. Or at least some of them. Might be worth adding to nodejs/Release#239
