src: avoid deferred gc/cleanup for Buffer.from

Previously, the code path would allocated a tracked ArrayBuffer
that defers cleanup and deallocation of the underlying data with
a SetImmediate. Avoid the unnecessary deferral by just allocating
a `BackingStore` directly and writing into it.
