'Getting started' doc for l10n group members

Purpose

People who're interested in contributing translations don't have a place to land, or don't know how to get involved yet.

A good start will be having a 'Getting Started' doc that contains clear directives for joining l10n groups, which we can link to in our README along with a 'Want to help us with translation?' header.

We can use your PR as an opportunity to create a directory for translated WG documents, probably organized by locale. 😄

I was wondering what could be found in this document, here are some loose ideas:

• At the beginning it would be useful to put thank you for your interest and willingness to help
• Explaining what will be in the repository of l10n group and where it came from,
• An explanation of what the repository ( l10n group) will be used for - as I understand more to the discussion under the issue, because the translation itself will be on the Crowdin platform
• Description of how the translation process works - what happen when I save my translation on Crowdin platform, when it become public
• Explain what will be translated: node.js documentation and node.js website
• An indication that access to the Crowdin for translations is free
• How to become a translator? - Do I need some privileges (become a member of the l10n group?) to do this or I just go to the Crowdin platform and start translated
• What do I have to do as a translator or do I have to do something from the repository level or just crowdin platform
• What do I have to do as a proofreader, who becomes the proofreader and who chooses it
• Information on who to turn to in case of problems
• Some best practices
