Submit 3 nodejs-loong64 CI LoongArch machines

Hi everyone,

I want to submit three NodeJS-Loong64 CI (LoongArch) machines to nodejs/build, For clfs os, I know the correct way is to submit PR to nodejs/build, but I don't know which files to add for "nodejs/build".

Number of machines: 3
os: clfs
ARCH: LoongArch

All I know now is to modify these files:
