Personally I'd rather not add this as it could end up having a significant chilling effect even down the road if/when we decided to open it up. Also, it may detract from the possibility of bringing in other small projects under core that do not warrant their own TLP.

Per #73, adding a note about not accepting projects at this time. I decided against @mikeal's suggestion to remove the entire "Apply To Join" section since I think it provides needed context/documentation/history for others. Instead, I just added some notes about it being on-hold.
README.md changes:
There was a "Mentors" bullet that seemed better suited in its own section- and this provided a hash reference (#mentors) for Project-Lifecycle.md.
