Draft until discussed in nodejs/security-wg#579

2 changes:

doc: describe security team membership

The TSC is directly responsible for security of the Node.js project,
document the responsibilities and the people.

meta: modify Ecosystem Security WG charter

LGTM, although we probably need to move the security processes related to core over from the security-wg as well.
