Interim TSC Election

First off, big thank you to @mhdawson for serving as TSC chair for so long. In light of him stepping down and the short transition period, we should get a new election scheduled and open up a call for nominations.

Last year we elected a Chair and a Vice-chair and I assume we'd do the same this year.

The proposed schedule is:

July 3 - Call for nominations
July 14 - Open Balloting
July 21 - Announce Results
July 22-35 - Handover

With three people interested in two positions, what if we just had two vice chairs? Then we either:

1. Fill the three roles without needing to vote, where Matteo is chair and James and Ruy are each vice-chairs; or
2. Everyone is nominated for every role, and the top vote-getter becomes chair and the other two become vice-chairs.

@GeoffreyBooth an alternative would be to just have a vote for the two people who self-nominated for vice-chair. But no objection to having two vice-chairs if people prefer that.
