Adds support for Noctalia shell.

Additional notes:

  • I added myself to a maintainers list.
  • I am not a designer. I configured colors based on Noctalia's official themes and Stylix style guide. If you know how to improve certain colors, I'm welcome to hear any feedback.
  • When running a testbed, noctalia-shell opens an infinite number of times. I have no idea why it happens. I tried running it as a systemd service (systemd.enable = true;), but for some reason it immediately exits upon the starting.

useWallpaper is no longer needed. Since very recently Stylix supports targets.*.image.enable.
