Adds a fail-closed Hermes deployment command for OVOS milestone deployment to the Hermes VPS.\n\nIncludes:\n- hermes deploy CLI command with dry-run default and --execute gate\n- verified local git bundle transfer for private OVOS deployments\n- local validation, pgTAP, production migration dry-run/apply, restart, health, smoke, and JSON reporting\n- tests covering fail-closed ordering, SSH quoting, bundle fetch, Safety Kernel smoke, and systemd health checks\n\nProduction deployment of ovos-core PR #8 was completed with this branch locally; the deployment tooling itself remains in this PR for review.
