Update host toolchain to 14.2.0-rt_v12-rev0 to fix #676.

The updated host toolchain discovered several bugs in the crt patches. They are also fixed in this PR.

Finally, the script no longer attempts to download (non-existent) sjlj host toolchains and tells the user to install one manually.

Before mingw-w64/mingw-w64@dbfdf80
mkstemp used by Binutils was not sufficiently
collision resilient and that led to CI errors for
us.

Our new baseline mingw-w64 toolchain's Binutils
are built using mingw-w64 with the fix:
niXman/mingw-builds#682
So, we should be able to get rid of it.

Remove old MinGW workaround

Before mingw-w64/mingw-w64@dbfdf80 mkstemp used by Binutils was not sufficiently collision resilient and that led to CI errors for us.

Our new baseline mingw-w64 toolchain's Binutils are built using mingw-w64 with the fix: niXman/mingw-builds#682
So, we should be able to get rid of it.
