  1. Add support for NGINX Service Mesh internal routes 

    Internal routes are enabled with the -enable-interal-routes cli flag.
-enable-internal-rotues flag requires -spire-agent-address and -nginx-plus.
-spire-agent-address now requires -nginx-plus.
