Update Gateway API to 1.3 #3316
Description
Gateway API 1.3 is being released and we should upgrade to support it.
Acceptance
- read the release notes for 1.3 and understand the changeset
- create any issues if there are things we should support
- upgrade NGF to support 1.3 and address any potential issues
- update README to new supported version
- enable HTTPRouteRequestMirror,HTTPRouteRequestMultipleMirrors conformance tests
