Proposed changes

This PR removes the ability for the Agent to report the attack signatures and/or threat campaigns that are installed on the system. The reason for this change is b/c we now have an API that allows a user to publish attack signatures and/or threat campaigns to specific instances. Reporting the attack signatures and/or threat campaigns that are installed on the system was overwriting the version of attack signatures and/or threat campaigns that were published to the system.
