This is PR 3 of 3. It contains the same changes as #286 and #285
Proposed changes
This PR updates the docs tooling configuration to use the Hugo theme from GitHub. The Makefile changes allow us to set the theme version in the Netlify console, so we can roll out updates without having to touch the code repos.
