Videoplayer - cogwheel - speedchange - missing in public links

Version 24.
I would pay someone money here because so far no one could give me a solution, not even chatgpt.
I use Hetzner Storage (one click nextcloud installer, no root rights). Problem is well documented here:

only that it is not only with a white background but generally this cogwheel with the options is missing with public links and is there with internal ones. What do I want with it? That also with public video links you can change the speed.

Months ago I imagined that there was a setting somewhere where you could set it, but now I just can't find it. And I can't change the video.js. What am I missing? If it's not possible, is there any solution? Because video acceleration is hugely important for me, and my clients respectively.
