This PR replaces #2166, which will be closed. These Azure dashboards are added:

Azure Logic Apps
Azure VPN Gateways
Azure SQL
Azure SQL managed instance
Azure Front Door
Azure Load Balancer
Azure Virtual machine scale sets
Azure SQL Managed Instances
Azure Redis Cache

Summary

Adds Azure dashboards.
