Summary

Once global footer is available via the theme a la #173 , we can incorporate it into developer and opensource. This is a separate chunk of work only because this change can be deployed to developer and opensource anytime once it's available in the theme.

Acceptance criteria

  • The developer and opensource sites are using the global footer
  • Github links go to correct locations for each site
  • The opensource site link Standards is moved to top where other similar links are
