Description
Adds a robots.txt plugin so that our robot visitors will know where to go. This file is generated, and not checked into the repository. At the moment, there are no pages being ignored by web crawlers, but we can specify that here if we would like.
This work does not include the sitemap stuff, since that is being handled in a different ticket.
Also, I was tired of using back ticks (`) for the configuration file so I changed it over to be consistent with the rest of the repository.
