Bump theme to update Tessen, add OneLink #1656

Description

Bumps theme version. Adds theme option to update Tessen via theme.

Tested locally and data seemed to be reporting as expected. May want an analytics person to validate Amplitude part of this? With OneLink added and cookie consent gone, this could be testable via a build preview (assuming OneLink works on a non-NR domain)

- updates tessen by adding theme option
- removes old 1.3.0 tessen file for cleanliness
