Add executable live approval regressions

Summary

• add 21 sanitized post-1952 approval cases to the executable coordinator corpus
• bind each row to its harvested source shape, classification, outcome, correction, approval shape, and actor count
• lock fixture and linked-source drift with digest and mutation tests
• preserve all expected approvals and parser fact gaps without changing production authority
