fix(tests): poll sink for legacy reminder alert to de-flake CI (#1844)

The Ask barrier proves PreStart completed but not that the alert reached
the sink. This test has flaked twice on CI (#1405, #1844) with an empty
sink immediately after a successful health reply. Poll the sink with
AwaitAssertAsync, consistent with the rest of the file.
