Recreating virtual chassis in main (new ID) lets branch sync error with "DoesNotExist"

Steps to Reproduce

1. Create branch
2. In Main: Delete virtual chassis containing switches
3. In Main: recreate virtual chassis, add same switches
4. Trying to sync branch fails with "VirtualChassis matching query does not exist."

Expected Behavior

Sync new chassis into branch and chassis ID on the switches

Observed Behavior

Switch sync fails with "VirtualChassis matching query does not exist.", likely due to sequential processing.

Tested with 4.4.4 and branching 0.7.1

• Create a device role, manufacter, device type and Site
• Create 2 devices, Create a virtual Chassis and assign the 2 devices to the VC
• Create a branch
• In Main, delete the VC, create another add the devices to it.
• Go to branching and try and sync the branch

This occurs as in replaying the changelog, there is an initial delete for the VC object and then an immediate update to member devices where the virtual_chassis ID is included in the postchange data despite having just been deleted (below is from change ID 13 in my db) when this should be null

The failing ID is 13, which is the update - action/object_repr from this action. test is the original VC, test1 is the new.
