Introduces a new "User Preferences" guide covering table configurations, notifications, bookmarks, and admin defaults. Updates related sections across documentation with references and corrections to improve accessibility and clarity for end-users. Closes netbox-community#20449

Adds a new Features → User Preferences page and integrates a short, actionable guide for clearing table preferences. Also adds cross‑links to help users find the steps from related pages.
