CI green. Generalises the schema publishing path to cover prompt docs without weakening the path filter or artifact caps.

Summary
Publishes every native tool manifest's
prompt_doc_refMarkdown file as a bounded, digest-pinned release artifact and carries those artifacts through IronHub's proxied signed catalog. This fixes installation for all 15 affected tools (141 prompt documents total), including YouTube, without modifying individual tool manifests.Closes
