High — Merge queue scope is controlled by PR-modifiable planner code.
Adding merge_group to DIFF_EVENTS makes the merge queue execute the planner from the candidate checkout and accept a selected plan. A malicious PR can modify this planner to classify its own changes as selected or none; the workflow only validates that full plans are exhaustive and does not independently verify selected-plan completeness, allowing required merge-queue test lanes to be omitted.
Fix: Run merge-group planning from a trusted base/default-branch implementation, or keep merge_group exhaustive whenever planner/control code is part of the candidate and validate selected plans against trusted changed-path logic.

Verified. The candidate workflow invokes candidate planner code, so selected-plan completeness is not an adversarial guarantee. A second validator inside the same candidate-controlled workflow would be security theater because the candidate can alter the caller too. The smallest honest options are to accept trusted workflow review and repository protections as this PRs boundary, or design a separate immutable base-owned or GitHub-App status in a follow-up. That threat-model choice needs human agreement; leaving this thread open.

High — Merge queue Clippy scope trusts candidate-controlled classifier.
The new merge-group classifier is executed from the candidate checkout and its mode directly controls whether Clippy runs and which packages it lints. A malicious PR can alter this classifier to return none or a narrow selected package set for its own changes; no trusted workflow-side check proves that the selected scope covers the combined diff.
Fix: Compute merge-group Clippy scope with trusted base-branch code or independently validate the classifier output against the changed paths before allowing a non-exhaustive scope.

Verified; this is the same trust-boundary issue as the Tests planner. Candidate-controlled YAML can bypass either a candidate classifier or any independent check added beside it. The maintainable choices are trusted review and workflow protections for this optimization, or a separate immutable control plane that publishes an independent required status. This PR should not pretend an in-workflow duplicate validator solves an adversarial threat, so this remains open for human decision.
- make workspace manifests exhaustive in merge-group scope - resolve renamed reverse-dependency edges - shallow-fetch merge-group diff endpoints - restore the established Windows Clippy target scope

Code Review (multi-agent)
Intent: Scope merge-queue CI tests and Clippy to affected areas while preserving exhaustive fallbacks and existing workflow contracts.
Stats: 3 findings (from 3 raw, 3 after filter, 3 after dedup) across 3 files. Reviewers run: correctness, security, performance, design, coverage. Reviewers failed: none. Body-only: 3. Reconnaissance evidence: degraded (tarball fallback; CodeGraph unavailable). Diff-line validation failed due local /tmp disk quota; findings are body-only.
Performance
- Medium Merge-group crate jobs are still capped at three buckets (scripts/ci/reborn_pr_test_plan.py:1398-1403, confidence 93) - anchor: scripts/ci/reborn_pr_test_plan.py:1398 (no diff position - body only)
The selected merge-group path still applies the PR-only bucket cap, reducing queue fan-out and potentially enlarging independent jobs despite the documented uncapped merge-group behavior. Fix: Apply the bucket cap only for pull_request, or use an event-specific limit.
Tests
- Medium CLI output schema is not tested (scripts/ci/changed_workspace_packages.py:195-212, confidence 88) - anchor: scripts/ci/changed_workspace_packages.py:212 (no diff position - body only)
The selector CLI changed from an array to an object consumed through mode and packages, but only the helper is tested. Fix: Test the real CLI and assert the exact schema consumed by code_style.yml.
Verification Evidence
- Medium No red/green evidence for merge-group shell path (.github/workflows/reborn-tests.yml:127-135, confidence 82) - anchor: .github/workflows/reborn-tests.yml:127 (no diff position - body only)
Tests assert planner behavior and YAML text but do not execute the new merge-group shell branch. Fix: Add a shell fixture or workflow harness test proving two-dot merge-group diff selection and three-dot PR selection.
- preserve uncapped canonical crate buckets for merge-group runs - execute PR and merge-group shell diff branches in regression coverage - pin the affected-package selector CLI JSON contract

The merge-queue scoping is conservative, preserves exhaustive push coverage, and the previously reported concrete issues are addressed. No blocking correctness issues found.
Checks: 99 planner tests, 16 package-selector tests, 156 workflow-contract tests, 4 staged-path tests, Python compilation, workflow YAML parsing, and git diff --check passed.

Summary
base_sha...head_shadiff and run the union of affected packages and lanes. This targets the measured post-#7894 bottleneck: queue and checkout delays are now negligible, while exhaustive merge-group Rust jobs still take roughly 12-13 minutes. The change extends the two existing selectors; it adds no workflow or parallel scope authority.

User behavior: Pull requests already receive scoped feedback. Merge-queue candidates now receive scoped merged-state Rust evidence and fall back to the previous exhaustive shape whenever impact cannot be bounded safely.
Risk areas:
Tests added or updated:
What the tests prove: known package paths select their owning work; production changes retain reverse dependents in the Tests planner; global/topology/unknown inputs cannot silently narrow; both required Clippy feature configurations remain present; push remains exhaustive.

None. Workflow permissions, secrets, runner trust, and external access are unchanged.
Reborn Trust-Boundary Checklist
N/A: CI selection and workflow scheduling only; no product trust boundary changes.
Database Impact
None.
Blast Radius
The required Code Style and Tests workflow shapes on
merge_group. A classifier defect could omit a relevant lane; conservative global and unknown-path fallbacks preserve the old exhaustive behavior for uncertain inputs. Pull-request selection is unchanged, and main/scheduled/manual runs remain exhaustive.Compatibility: existing required roll-up job names and output schemas remain stable. The Tests plan schema is unchanged. Code Style adds one internal scope output.
Rollback Plan
Revert this commit. That restores exhaustive merge-group Tests and Clippy immediately; no persisted state, cache format, ruleset, or required-check name changes need migration. In-flight runs keep the workflow definition captured when they started, while new runs use the reverted exhaustive shape.
Review Follow-Through
Track C CI change: requires two approvals. Review should focus on classifier exhaustiveness, merge-group SHA semantics, and required-rollup skip handling. After merge, measure at least ten ordinary merge-group candidates; widen any classifier implicated by a main-only deterministic failure.
