Change `CODEOWNERS` configuration

Maybe `CODEOWNERS` configuration is too restrictive. We have:

```
* @Nautilus-Cyberneering/git-queue
```

Besides, the team name has changed to: `git-queue-team`.

I would change it to:

```
* @Nautilus-Cyberneering/git-queue-team 

/.github/ @da2ce7 @josecelano 
```
