ES code coverage improvements

ES still has a fair amount of uncovered code.

Another coverage update, hit at minimum the parameter and stub related coverage, document the rest via issues if it's overly challenging this round.

Describe alternatives you've considered
None, we need to meet minimum coverage expectations.

Already documented coverage issues (OK as-is):

• ES missing coverage in cfe_es_apps.c, CFE_ES_CleanupTaskResources #1696
• ES uncovered lines in cfe_es_task.c, CFE_ES_HousekeepingCmd, perf filter and trigger size the same #1652
• ES uncovered code cfe_es_api.c, CFE_ES_ExitApp infinite loop (spins until deleted) #1628
