DS appears to have been updated such that it no longer validates descriptor text, and always reports that it is OK.

Fix nasa#17, Update DS9005 to remove non-verified strings

Updated the Packet Filter Table validation requirement
to remove the table descriptor text.  Text is now
used as-is (no custom validation performed).
