Replace duplicate implementations of SafeSprint* #506

Description

  • remove duplicate implementation in targetHAL_Time
  • replace those with CLR_SafeSprint*
  • implement missing parts of CLR_SafeSprint*

Motivation and Context

  • Reusing code is always a nice improvement.
