Fix missing timeout in WireProtocol message processing

Description

• Fix missing timeout in WireProtocol message processing.
• Extract HAL_Time_SysTicksToTime from target CLR to target common as it's now required for nanoBooter too.

Motivation and Context

• The implementation was missing this timeout having the potential to lock Wire Protocol processing in case the communication gets out of sync for some reason.
• Closes Add code to handle timeout in C implementation of WireProtocol Home#111.
