Add COMPortBlackList to SerialPortManager

Description

• Add new constructors to improve usability.
• Add code to check serial device against COM port black list before openning it.
• Update WPF test app to test this new feature.

Motivation and Context

• Allow implementation of Add "exclusion list" of COM port to Device Explorer settings Home#635.

• WPF test app.
