What

Adds the per-repo configuration the engineering skills expect:

  • docs/agents/issue-tracker.md — GitHub Issues via gh. PRs-as-request-surface flag left off.
  • docs/agents/triage-labels.md — the five canonical triage roles at their default label strings.
  • docs/agents/domain.md — consumer rules for CONTEXT.md / ADRs.
  • CONTEXT-MAP.md — multi-context map.
  • AGENTS.md — new ## Agent skills section pointing at the three files.

Why

Skills like to-tickets, triage, to-spec, wayfinder, and domain-modeling each need to know where issues live, which label strings to apply, and how to read domain docs. Without these files each one guesses independently and the guesses drift.

Notes for review

Three places where this departs from the upstream seed templates, all deliberate:

  1. Layout redrawn for packages/*. The template assumes src/<context>/CONTEXT.md; this repo has no src/. plugin/, runtime/, and scripts/ are explicitly marked non-contexts so a skill doesn't treat generated payload as a domain.
  2. Per-context files intentionally absent. CONTEXT-MAP.md lists skill-a and skill-b but marks their CONTEXT.md as not-yet-created. Both are currently ESM/CJS interop fixtures with no vocabulary of their own; domain-modeling creates those lazily. No empty files seeded.
  3. Superseded ADRs called out. domain.md notes 0002 and 0004 are superseded by 0006, so proposals reconcile against the accepted set.

Verification

  • bun run generate:check — generated files current
  • bun test scripts/readme-release-pin.test.ts scripts/native-capability-surface.test.ts — 21 pass, 0 fail

Docs-only, so exempt from the ADR-0003 releasable-title requirement.

Summary by CodeRabbit

  • Documentation
    • Added guidance for using domain documentation, glossaries, context maps, and architectural decision records.
    • Documented GitHub issue-tracker workflows for triage, ticket management, and resolution.
    • Added canonical triage-label definitions and usage guidance.
    • Added a system and package context map with terminology and context-management rules.

Engineering skills need to know where issues live, which triage label
strings this repo uses, and how to read its domain docs. Without these
files each skill guesses, and the guesses drift apart.

Records GitHub Issues as the tracker (PRs left off the triage surface),
the five canonical triage labels at their default strings, and a
multi-context domain layout.

CONTEXT-MAP.md lists skill-a and skill-b as contexts whose CONTEXT.md
files do not exist yet. That is deliberate: both are currently ESM/CJS
interop fixtures with no vocabulary of their own, and domain-modeling
creates those files when real terms appear rather than seeding empty
ones.

The domain doc layout departs from the upstream template, which assumes
src/<context>/. This repo has no src/, so contexts map to packages/*,
and plugin/, runtime/, and scripts/ are marked as non-contexts so a
skill does not mistake generated payload for a domain. It also notes
that ADR 0002 and 0004 are superseded by 0006.

Mergeability Score: 🟡 Moderate · up to b4364

The new issue-tracker configuration can cause agent workflows to fail when filtering pull requests or to mishandle blocked issues because documented GitHub CLI fields are incorrect. The PR should not merge until those commands and field names are corrected.

Addressed in b436452. The directory tree now has a text fence, issue reads use structured JSON projection, and the tracker route supports both dedicated gh and process-scoped ghh for concurrent agents.

Validation: generated files current; 21 focused tests passed; Fallow reported zero introduced findings.

34-34: 🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Use a supported command for PR contributor filtering.

gh pr list --json rejects authorAssociation and stops before filtering. Use gh search prs --state open --json number, title, body, labels, author, authorAssociation, then retrieve comments with gh pr view <number> --json comments.

Use the API-specific dependency field names.

issue_dependencies_summary.blocked_by is the REST response shape. Use blockedBy with gh issue list --json, or issueDependenciesSummary.blockedBy with GraphQL. Document any repository-local adapter that changes these names.

Proposed documentation fix
-- **Frontier query**: list the map's open children (`gh issue list --state open`, scoped to the map's sub-issues / task list), drop any with an open blocker (`issue_dependencies_summary.blocked_by > 0`, or an open issue in the `Blocked by` line) or an assignee; first in map order wins.
