Description with steps to reproduce

Prerequisite: "Show invisible elements" is turned on

1. Create score with multi-staff instrument
2. Select the measure number on the second system
3. Press V to make it invisible
4. Use the Layout panel to hide the instrument

Can't really call it a regression, as versions prior to 4.6 had a different problem: #17086
