1. Ctrl+Click drag a time signature to a staff below the top one
2. It is added to the top one

OS: Ubuntu 24.04.2 LTS, Arch.: x86_64, MuseScore Studio version (64-bit): 4.6.0-252520405, revision: github-musescore-musescore-6c484cb

Yes, this used to work in a previous version of MuseScore 4.x

Functions as expected in 4.3 and not in 4.4 (after pink line was added)
