Update 4.147.0 release notes to reflect unreleased/in-development status on main. Rolls up all changes including post-preview additions (SkiaFiddle UX improvements, Skottie package fix). main. The diffrelease/4.147.0-preview.1..maincontains only #3787 (a CI/workflow change, omitted per rules). The rollup also incorporates #3785 and #3790 from the existing4.147.0-unreleased.md.TOC and index were regenerated with
--update-toc(no structural changes needed).
