Adds polished release notes for the upcoming 4.147.0 release, highlighting Skia m147 engine upgrade, variable font support, color palette fonts, SKSamplingOptions surface drawing overloads, Android Bionic/Tizen platform additions, security updates, and the new SkiaFiddle WebAssembly interactive playground.
