修改原因

PR #570 已以 squash commit 655f1f9687b12874a1cbf4434006916bd16a2893 把 Windows verification tier-2 pattern 由 .ps1 擴為 .psm?1（scripts/lib/ 底下的 PowerShell module 現在欠 deploy_dryrun 證據）。該檔決定其他每個 PR 欠多少 Windows 證據，分支只能用改過的 checker 驗自己；依 self-referential bootstrap 契約，必須在 mechanism commit 上依凍結順序重放 immutable contract，再由獨立 closure PR 關閉欠帳。

主要變更

• 將 windows-tier-lib-modules ledger entry 由 open 轉為 closed。
• 綁定 mechanism commit 655f1f9687b12874a1cbf4434006916bd16a2893。
• 新增 attestation.json，依 frozen contract 原順序記錄三個 command ID 與 exit code 0。
• 新增 summary.md（含逐命令 invocation 表與 Windows／CI runner 邊界的誠實揭露）。

驗證方式

Frozen contract 重放（於 repo-sibling worktree C:\Repos\active\iot\ai-bim-fixpoint-655f1f9，HEAD = mechanism commit 655f1f9、git status --porcelain 為空，依 immutable 順序）：

• pwsh -NoProfile -NonInteractive -File scripts/tests/test-windows-verification-scope.ps1：all assertions passed，exit 0。
• pwsh -NoProfile -NonInteractive -File scripts/tests/test-pr-body-evidence.ps1：all assertions passed，exit 0。
• pwsh -NoProfile -NonInteractive -File scripts/tests/invoke-powershell-static.ps1（PSScriptAnalyzer 1.24.0）：passed，exit 0。

Authoring 後（closure branch）：

• test-self-referential-bootstrap.ps1：PASS，exit 0（含本 closure transition 的 ledger 形狀）。
• git diff --cached --check：clean。
• staged path scope：僅 ledger ＋ 兩個 fixpoint evidence 檔。

風險與影響

• 不改 runtime、API、schema、deploy、workflow 或使用者介面。
• 本 replay 在 Windows 主機執行；CI runner 上該 gate 由後續 PR 的 required checks 持有，summary 已如實揭露。
• 本 PR 觸及 bootstrap ledger，屬 mechanism transition；closure 依單一目的規則只動 ledger 與該 fixpoint 證據。

回滾方式

合併前可直接關閉本 PR。若已合併，不手改或刪除 append-only evidence；必須依 self-referential bootstrap 契約建立新的可追溯 transition。
