Automatically disabling atlas tools when user is not interested in atlas #93
Description
In the following scenarios, let's disable atlas-specific tools as users are more than likely not interested in atlas / are not a customer:
- User doesn't have a service account token set in the env var
- User passes in a connection string in the launch command OR specifies it in the env var
