Add explicit polling/webhook runtime detection for the GitHub watcher, ship the runtime-mode regression test, and include the EAI-TASK-039B handover/artifact trail.

Implements the runtime-mode guard for GitHub watcher execution and includes the required report/handover/log/state artifacts.
