feat: allow ^ versions for file matching packages #5151

Adds a ^ range to the following packages related to character encoding in logs:

  • find-up: no new minor versions available - just new majors
  • glob: no new minor versions available - just new majors
  • minimatch: new minor versions available, up to 5.1.6 - updated
