Any reason for the dead shortened link in a comment in the head.html file?

Specifically there the link in the comment at _include/head.html#9 that appears to do nothing, besides being a dead link.

After taking looks at wayback machine it appears to have pointed to this presentation, more specifically the present option of the slides. Which is a presentation on viewports and media queries.

I was just curious if there was a reason for it being there while it is a dead link? If there is no reason, and it's purpose was to provide information about the meta tag below it. Would it make sense to either include a direct link, archive.org link, or a new shortened link?

It's just as simple as the link went dead some time in 2023.
