This is a small fix based on #13983 that attempts to work around the macOS CI issues (more extensively discussed in #13606) by adding a retry loop to the CPack generator. Admittedly this is non-ideal, but hopefully it should make macOS CI stable enough for now.

This applies again failing changes form mixxxdj#13606. 
Since macos-12 is no longer available we hav no other chance. 

I apply this to 2.4 to keep the CI allive. until 2.5.0 is finally released.

A 2.4 -> 2.5 merge would be nice (and a 2.5 -> main merge too), to fix those workflows too
