Automate mapping files creation

Automate creation of the mapping.json files that map cmdlets to the sub-modules.
The mapping is based on the .md files

It would be good to have a unit test that checks to make sure the beta JSON includes the string "Beta" in all command names and the main JSON does not contain the "Beta" string in any names.

This will be done as part of the validations work.
