The upgrade command lists all available upgrades when no query is specified. This should be reflected in the description of the upgrade command to help users looking for an option to list all available upgrades.

proposed changes to this section: The upgrade command of the winget tool upgrades the specified application. Optionally, you may use the list command to identify the application you want to upgrade. Optionally, you may not specify an application, this will list all available upgrades instead. - Or something to that effect.
